Background check revisions take effect January 1, 2010

By Jan. 1, 2010, updated licensure application forms will be posted on the ODE Web site to comply with new House Bill 1 criminal background check requirements.

  • Under the new requirements, applicants for Ohio licensure need to establish whether they have lived continuously in Ohio for the past five years. The answer to this residency question will determine what background checks educators will need to complete as they renew licenses or apply for additional licenses.
  • These updated licensure application forms are the only applications that will be accepted after Jan. 1, 2010. If any of the older applications are received after that date, they will be declined and applicants will be notified of the need to complete an updated application form.

As of Jan. 1, 2010 – Background check requirements when an educator applies for a license:
For the very first license/permit/certificate issued by ODE:

  • Both a BCI and an FBI are required and these both must be less than 365 days old.

Any other license/permit/certificate that an educator applies for:

  • If the applicant has lived continuously in Ohio the previous five years:
    Only an FBI that is less than five years old is required, if they have BCI background check on file with ODE (no time limit on when it was received by ODE). If no BCI is on record, then they will need to do this background check also.
  • If the applicant has not lived continuously in Ohio the previous five years:
    Both a BCI and an FBI that are less than five years old are required.
